M7.2: share the loop's parts
CI / checks (push) Skipped
CI / checks (pull_request) Successful in 2m21s
CI / e2e (pull_request) Successful in 11m45s

Shared parts, not a shared scheduler (agreed): nisse-review will have its
own small scheduler; a common one waits until two exist to compare.

- nisse_core.loop.driver: the driver run, moved; the agent names its
waiting tools per run (nisse-dev's are WAITING_TOOLS), and execution
goes to any Executor (ToolOutcome moves with it).
- nisse_core.loop.tools: the tool helper and the tools any agent offers
  (notes, memory, memory_done, ask_expert); nisse_core.loop.expert.
- nisse_core.knowledge.handlers: Knowledge, the vault and memory as
control tools, the index and prompt text, out of LoopAgent.
- nisse_core.config: file reading, references, people, tuning sections of
the agent's own, LLM numbers, the vault.
- New core tests: a driver run with a non-workspace executor and the
agent's own waiting set; Knowledge alone; the shared config pieces.

Docs: the Development Plan marks M7.2 done; Architecture Part L and the
nisse-core README name the new parts.

"""A driver run (L2): one model with tools, looping until it calls a waiting
tool, runs out of turns, or is stopped.
Everything the run does is written to the item's transcript as the driver
(L7), and every model call sees the driver's view of it (L6). Execution tools
go to the item's executor, on its tool VM (L13); control tools are answered
here, and a waiting one ends the run, so the scheduler can put it to the
operator. Which tools wait is the agent's: each run is told.

"""`ask_expert` (architecture L9).
The one case delegation does not cover: a question needing no repo access —
"which of these two approaches is better", "is this API deprecated". A single
stateless call, a text answer, no session state, no diff application.
Two constraints from L9 shape the implementation:
**Structured output is contracted at the prompt level, not the API level.**
Vendors differ on JSON mode and schema enforcement, so the answer is parsed and
validated against a local schema, with one retry. This runs over LiteLLM's
*normalized* route, which L9 reserves for calls where fidelity is cheap.
**A per-task budget**, so a confused executor cannot spend twenty consults
circling. The count comes from the canonical log rather than a counter in
memory: it survives a restart, and it is observable from outside the model,
which is the same reasoning L9 applies to escalation triggers.
Consults are recorded as ``delegation_started`` / ``delegation_completed`` with
role ``expert``. That is deliberate — L9 wants a "consult/delegation eval
set", and reusing the composite events gets consult evaluation for free rather
than inventing a parallel record.
