Groups nisse-core's modules into packages, one per architecture section, as agreed before M7.2. It's a pure move, with no change in behaviour.

gitea, oplog and envfile stay at the top level until each one gains a second module. Each package's __init__ holds only a docstring, with no re-exports.

Every reference is rewritten: imports, monkeypatch targets, python -m nisse_core.state.dump, comments in scripts and CI, and the docs. nisse-core/README.md describes the new layout, and the Development Plan records the move ahead of M7.2.

Locally, all 826 unit tests pass, ruff is clean, and the integration tests are collected without errors.
