Reworks docs/Development-Plan.md for the architecture as merged in #90, ordered for getting back to live testing quickly.
The new order
Phase 1: execution over SSH and the agent in a container.
M1.3 SSH:execute(host, …) and the workspace on the build VM; fixes#89.
M1.4 Projects: project entries (D8).
M1.5 Images: a Dockerfile, a release-tag workflow pushing to Gitea's registry, and bring-up from the image.
Phase 2: the new loop as a thin slice first.
M2.1 is the smallest end-to-end path: an assigned issue, the restatement and go-ahead, one milestone, the PR, a review comment, the merge, and the item closed. It includes #62, #69, #70 and #80.
Each later milestone widens it, followed by its own live run: the queue, threads and labels, multi-milestone work, conversations and new projects, roles, conversation polish, then the switchover.
Phase 6 is the agent host and Terraform build VMs;
Phase 7 takes ops intake from the infrastructure repo and adds requests between agents.
Other changes
§3 "How we work": a live run after each milestone that changes behaviour, not only each phase; control.py gets only fixes that a live run needs; loop.qnt's properties become tests as the new loop lands.
§1 survey and §5 issue map refreshed. #78 closes after a live run confirms M1.1 and M1.2.
§6 implementation notes unchanged.
Not yet scheduled: gains the open questions from #90.

SSH execution and the agent as a container image come first (Phase 1),
then the new loop as a thin end-to-end slice, widened milestone by
milestone with a live run after each. Outline, Vikunja and per-agent VMs
are gone; the vault, the infrastructure repository and the agent host
replace them. The survey and issue map are refreshed.
